These are proposed amendments and others that will be voted on in April by the assembly of the WIAA and will take effect on August 1 if passed. Bold letter items are added proposal.

 
 
MS/HS AMENDMENT #6
17.5.4 OUT-OF-SEASON, USE OF SCHOOL EQUIPMENT, page 21
17.5.4 Use of school equipment except football helmets and shoulder pads, facilities
and/or transportation is contingent upon local school district written policy.
A. School uniforms, football helmets and shoulder pads may be worn ONLY during the
WIAA season for that sport except during Washington State Coaches Association
feeder or all state contests. NOTE: Uniforms are considered to be the school issued
contest uniform (practice or shooting shirts are not classified as school uniforms) and
are defined in the adopted rule book for each specific sport.
 
 
MS/HS AMENDMENT #6
17.10.0 SUMMER ACTIVITIES, page 28
17.10.2 School districts may authorize the use of facilities, school equipment except football
helmets or shoulder pads (such as football helmets and shoulder pads, balls, etc),
sport specific apparatus (such as batting cages, football sleds, nets, etc), facilities,
and/or transportation for individuals and/or teams during the summer if approved by
the local school board. School football helmets and shoulder pads may be issued
to students participating in Washington State Coaches Association feeder or all
state contests.
Pros: Not allowing this specialized equipment to be used except during the designated school
season would:
1. Decrease the number of hits a student could take in a day or in a season, potentially
reducing the risk of injuries, particularly concussions.
2. Assist schools to better manage risk.3. Allow schools to manage equipment better, particularly if a player using the equipment
over the summer does not return to the original school.
4. Eliminate the need to recondition helmets between uses, if used by a player during the
summer.
Cons: Athletes may not be prepared to the same extent as in year’s past, but all teams would
have the same amount of time for conditioning and preparation.
Proposed by Jackson High School, Everett High School, Cascade High School, Marysville
Getchell High School, Marysville Pilchuck High School.

I would be worried about club teams popping up, or even schools with with a booster club and money buying an offseason set.  This is rediculous.

i find it amusing that the schools sponsoring this were a combined 6-22 in league last yr.
maybe they should start their own independent flag football league.

Hmmm..would this rule apply to camps held out of state though?  (thinking of the one down by Astoria, OR)

Here is why they are doing it, not all teams can or will go to camp so they will make it so no one can. Kind of sounds like a commie plot to me!


BTW - When did the WIAA start buying helmets, uniforms and pads? They act like they own the equipment not the school districts.

RABAALLIBABA is right, only the more well-off teams would be able to wear helmets & pads because they would purchase an off-season set. It doesn't seem likely to pass, but stranger things have happened.....

I read somewhere that one of the "pros" for this proposed amendment is to reduce the potential for concussions. I.E., the less contact players have the less opportunity for head injuries. The big problem with this theory is that if you take camps from players then you take opportunity for coaches to teach the right way of doing things such as form tackling. Camps are a great atmoshpere to teach kids the fundamentals of the game which should result in better technique used by players. During summer camps coaches aren't so consumed with trying to prepare the team for next week's opponent and can actually slow drills down and spend more time ensuring things are done the right way.  Think of it this way... If you want to become a better free throw shooter what do you do to get better? You may study film, you may take mock free throw attempts without a basketball but somewhere along the line you do pick up the basketball and shoot free throws. Football is no different. If you take away opportunity for contact with the thought of limiting exposure to potential injury you also take away the opportunity for players to learn the right way to play the game.

Don't know if this will help football programs today but it seems to me this is the direction the sport is heading...

Why even think about changing rules, football is a sports for kids to have fun, what fun would summer football camps be without hitting, football has been around for many years, there is no need for changes now. kids know the risks of playing football thats why they play, to have fun!

We now have to keep track of spring "practices", such as they are, before summer camps. There have also been suggestions by some district insurance providers that camps be dropped al togther.

Of course there have been suggestions by district insurance providers to drop camps all together. The insurance providers have it all figured out. Take large sums of cash from cash starved districts and then send over paid "risk management specialists" to the schools to scare the daylights out of the schools by giving examples of schools that have been sued in the past.  When you stop and think about it it truly is an amazing business model. Insurance companies are lining their pockets with escalating premiums while at the same time reducing their risk by scaring school districts until they are compliant with the industry's desire of less risk to the insurer. I.E., fewer, if any camps, open gyms, etc..  It's happening nearly everywhere, big and small districts alike. It's no wonder that the origins of "insurance" have been traced back to Italy's "old country" if you know what I mean. Bada bing!
