rough play being allowed in Boys basketball

A Couple of Questions
First is can someone explain the mercy rule and how it works? Second question is in a jv game a player defending an inbounds passer reaches out and touchs the ball. Warning or a T ? how does that work.

Spotting ball
Same game as the defensive foul, Scrimmage kick (Field Goal)blocked at the 12 yd line recovered by the defense on the 8 or 9. They placed the ball on the twenty, it never crossed the goal line.

Defensive foul behind line of scrimmage
Where is the enforcement, this past weekend saw a play where the Quarterback was tackled by his face mask behind the line of scrimmage. No loose ball situation. It was marked off from the end of the run? I thought on a defensive penalty behind the L.O.S.

Fair Catch on a Kick Off?
Did a rule change to allow fair catches on a kick off? I remember last year seeing a team signal for a fair catch and then running back a TD because the kicking team assumed it was a legal thing? REFs said TD is good as there is no fair catch allowed on...

Red Card in Soccer
What is the new rules on getting a red card and where can I find the ruling? Is that something that can be protested at a later date or does it have to happen before the game continues? Is it different for girls and boys or same rules?

Throwing a pass to a lineman??
In Hi School football may a player waring a lineman # be the recipient of a forward pass, up field or behind the line of scrimmage?? How about a lateral or backward pass? Thanks for any input.

pass interference
What is the contact rule for a DB? I have been told it is still the 5 yard bumper and then I was advised the DB can pressure as long as it doesnt interfer with the WR until the ball is in the air. If the last is true I need to adjust my pressure of DB.

Re-routing recievers
The southwest Wa. officials have decided to put in a 5 yard rule on pass plays! Saying our DB's and LB's are not allowed to reroute recievers even if the ball has not yet been thrown (Rule 7-8b)Is there something written in invisable ink!

35 second clock- if a shooter shoots the ball and the 35 clock goes off before ball hits rim is it a violation or not thanks
